News reports from April 23 indicate the German steamer Ypiranga arrived at Vera Cruz with munitions for Huerta. Admiral Fletcher says fighting to Vera Cruz has ended after a house to house sweep. US forces begin transporting veterans and preparing to redeploy, while Ensenada reports quieter conditions.
Mexican gunboat Progresso with 500 soldiers steamed into Vera Cruz harbor but was halted by Admiral Badger's flagship. Lt. McCandless boarded despite a refused gangway, delivering a warning that the United States does not want Mexican forces aboard. The Progresso then steamed out to sea.
Three regiments of Infantry at San Francisco and artillery at Fort Hiley Kansas are ordered to report to General Bliss for immediate service on the Mexican border. A brigade of infantry and some artillery will sail to Vera Cruz to aid the navy. Secretary Daniels said the steps were decided at a government conference.
