Nortonville and Leavenworth benefit districts face possible tax refunds under a proposed measure. The bill would return district taxes on the Effingham road if enacted, shifting control to a central Topeka authority. County officials debate whether refunds would be mandatory or optional, with implications for ongoing federal aid projects and statewide road funding timelines.

Dick Gilman, clerk of Atchison County and commander of Company A 87th Infantry, says Atchison should erect an armory on Bind and Main streets.
