Washington Feb 4 The war department moves quickly to implement the army reorganization law. Recruiting stations open nationwide and officers are assigned to duty to fill ten new regiments. At least 5000 recruits are needed for the Philippines after the volunteer force is discharged by June 30. The president has selected nominees for top general and field officer posts and will send them to the Senate.
A Topeka dispatch reports a plan to tar and feather Carrie Nation sparked by a liquor plot. About 300 signers, mostly women, join Carrie Nation's Army with a marching program on Kansas avenue at 2 pm including drums and prayer meetings at licensed joints. Also noted is added Choctaw Route service from Memphis to Hot Springs with three daily trains and widerConnections to nearby territories.
Washington reports that the army reorganization bill requires the president to commission one lieutenant general, four major generals, nine brigadier generals, 870 staff officers and 2922 line officers, totaling over three thousand five hundred appointments.

The measure would amend Anniston's charter to enlarge city limits amid opposition from financial and manufacturing interests who warn of higher expenses. Some residents in Oxanna favor inclusion while others in Anniston resist.

A freight wreck on the Southern two miles east of Edwardsville derailed an engine and four cars early this morning. Fred Lumpkin, a Black brakeman, was trapped between cars and fatally injured. The fireman jumped before the engine tipped. the engineer was unhurt. Track damage halted east and west passenger service, with transfers required. the eastbound train reached the region around 2 PM.

The Anniston lodge of Elks held a special meeting last night and admitted five members of the Southern Stock company into Elkhood. The initiates were Fred A. Pelot, Robert McClung, E Greenburg, Orval Humphries and Fred W. Larter.

Mr Cofield of this city narrowly escaped drowning while crossing Big Hillah ee creek five miles southeast of Ox. He and his mule and bogey were swept downstream by swollen waters after attempting to ford a creek during heavy rains. The mule was drowned and Mr Cofield was nearly pulled under before escaping.
