Changes Sought in Illinois Criminal Procedure
Chicago June 19. A report by the Illinois Association for Criminal Justice urges virtual abolition of the grand jury in all felony cases except when summoned by the court and prosecution by insertion. Judge Edward W. Hinton led the study of 16,000 criminal cases in 1926 across 20 Illinois counties and Milwaukee. The report also recommends waiving trial by jury in felonies, discouraging waivers and none motions, prohibiting reading other states’ decisions, letting judges draft jury instructions, revising habeas corpus law, allowing an appeal for discharges, and expanding juror examination by the trial judge with counsel allowed to supplement.
