Baltimore April 5 Prohibition Commissioner Dodson reports a ruling from Commissioner Kramer stating there is no authority to issue permits for using liquor in culinary preparations The decision directs Roper to govern his work accordingly and enforce the ban in cooking contexts
Herman Hugo 10 son of Fred Hugo of 1000 Dakota street was struck on South Main street while riding on a hay wagon. He sustained a skull fracture and severe scalp lacerations and was listed in serious condition at Murray hospital. The accident involved driver Eugene R Choquette as the wagon neared Main street to turn north.
A lone bandit robs the Erieaston Taylor Trust of $20,000 in St Louis after forcing 15 customers and staff into a back room. He dies in a theater gun battle, while Officer Terrence McFarland is killed and three other officers are wounded. Cash concealed on the bandit. The suspect is unidentifiable due to facial injury.
Senator Wadsworth of New York opened discussion on the army reorganization bill urging compulsory training for boys ages 18 to 21. He warned unpreparedness cost lives and money and argued the plan would reduce reliance on veterans while costing no more than 654 million dollars.
In downtown San Francisco during safety first week, police court sessions were held on the sidewalk where defendants at the bar included a packing case charged with jay walking. The judge, seated on a canvas camp stool, continued all cases to tomorrow.
Crippled 69 year old Montana teamster George Simmons killed himself at the Rogers Lumber camp near Rowan. His partner Peter Hanses found him with a rifle to his mouth after a note explained his despair and listed his assets, including $150 in a Pablo bank and $47 in his pocketbook.
Republicans won five of nine aldermanic seats yesterday and will hold 11 to 5 in the council once sworn in. Democrats still hold a two vote edge now with 9 to 7. Voter turnout was under 30 percent of 15 334 registered voters.
Seattle police report Deputy Sheriff Robert C. Scott died in an early morning ambush during a Rainier valley hold up. Kilmer Cady was shot dead by robbers after they seized a car and fled toward downtown. a third bandit known as Blackie remains at large. The car owner Harl M. Biba was forced to drive at high speed before Blackie killed Cady and escaped.
Providence Illinois April 5. Congressman Simeon D Fess of Ohio condemned President Wilson with accusations of marked socialism and government overreach during a Republican state convention. Delegates elected an unpledged slate to the national convention and the platform called for ratification of the peace treaty with reservations, a strong merchant marine, reduced government costs, a citizen reserve army, equal suffrage, and higher production to curb waste.
In Manhattan a fire at the Kiefer meat market building was contained after the baby cried and woke the father John Kiefer Jr. The family escaped unharmed from the upper floors though the furnace cellar started the blaze. Damage estimated at $1,500 and insured.
Rufus Fleming aged 67, the American consul in Edinburgh, Scotland, has died. The obituary notes his service in the consulate and his long career in public affairs.
Three people died when a snowslide buried a house in Little Cottonwood Canyon north of Salt Lake City. Swan Odgaard, his wife, and an unidentified man were killed, according to dispatches received here.

In New York Harbor the strike by harbor employes disrupts rail owned tugs lighters and ferries. Longshoremen freight handlers and checkers warn rail road boat work is blacklisted and rail terminals are congested. Only 11 of 260 tugboats operate.
Treasury department warns governors of federal reserve banks that the government will be a heavy borrower in April and May despite a March debt reduction of 705.66 million dollars. The exact amount of treasury certificates needed is not disclosed, but another issue is expected soon.
