Betterments bill introduces settlement plan for W. & A. R. R. lessees
In Atlanta on December 3 1890 Senator Zachary unveiled a Betterments bill to resolve the state lease dispute with W. & A. R. R. Co. lessees claiming $550000 in improvements and taxes paid in Tennessee. The measure creates a five member Georgia commission to hear determine and finalize the state lessee dispute with powers to compelWitnesses and expert testimony and to allow the Attorney General to represent the state. The governor may appoint additional judges and set sessions through June 1891. compensation and expenses are shared by the railroad. The motion passed to finance committee.
