Paris reports ongoing talks between Joaquin de Margerie and Chancellor Stresemann as leading toward an early reparations settlement. No definite offer yet on ending Ruhr resistance or subsequent proposals, with any French communication to Britain and allies awaiting results.
Mayor J Elmore Poole forwards a view from the city council in a water rate controversy based on Alonzo Richardson Co. audits covering 1918 to 1921 showing a loss of 21531 45 due to depreciation and equipment costs. He stresses the city must not operate at a loss while acknowledging costs rise from coal oil and labor.
In Macon on September 11, a city court began cases against three alleged flogging ring leaders. Dr C A Yarborough J E Bloodworth and J D Patrick faced rioting charges. Former Governor Hardwick appeared as a witness. Yarborough’s flogging charge involved R F Mills in January last year.
Berlin cabled that populations in occupied German areas must end passive resistance to French and Belgian authorities. Central News says Berlin capitalists plan to send a representative to Paris to test France’s willingness to concede, signaling imminent direct negotiations between the governments.
Five or six through trains, including the Floridan and Dixie Flyer, will pass Americus this winter. The Dixie Limited is planned to begin in December, running direct from Chicago to Jacksonville via Evansville Nashville Atlanta Americus Albany and Waycross, with segments on the Central of Georgia and Atlantic Coast Line. The first southbound train would depart Chicago December 2 and the first northbound from Jacksonville December 4.
Tampa sept 11 James W Simpson assistant cashier of First National bank of this city is under arrest after bank officials reportedly submitted a detailed confession of embezzling from 10000 to 12000 over the last seven years to a bonding company. The confession was used to arrange Simpson's arrest.
Chicago dispatch reports a definite split in socialist ranks as Eugene V. Debs withdraws support from Wm Z. Foster's ultra liberal group. Foster has formed the Federated Farmers-Labor party after being repudiated at a convention, while more conservative liberals and Chicago union leaders refuse to back him.
Robt. Smith, a negro boy, was struck by a motorist later identified as B Vaughan near H. E. Allen's home on Lee Street. He was dragged beneath the car, extricated with minor bruises, and listed in satisfactory condition. Bystanders said the vehicle traveled at moderate speed and no blame was attached. the accident was deemed unavoidable.
Mrs. Henry J. Reusman of 1950 Coney Island Avenue Brooklyn was defrauded of 13000 by promoters who claimed becoming Mary Pickford’s rival required a bit of weight loss and a beauty parlor course on Fifth Avenue. Her lawyer Rufus L. Perry of 375 Fulton Street plans to file the complaint.
Philadelphia reports seven major warships slated for junking under the Limitation Armament Treaty. Two cruisers Constitution and United States will be cut up with acetylene torches at the navy yard. five battleships Minnesota South Carolina Michigan New Hampshire and South Carolina await disposal. The Washington, under construction in Camden New Jersey, will also be shattered in tests by gunfire and torpedo attack.

George O Marshall county agent notes progress and predicts a larger fair than last year.
Augusta September 11 All plans for the two day session of the Southern Textile association semi annual meeting to be held here October 12 and 13 have been completed it has been announced by the secretary of the Board of Commerce.

Paris reports Mussolini will proclaim the annexation of Fiume to Italy within the week likely around September 15. Yugoslavian government is said to know the move and will not protest if nearby areas Porto Barros and Sussak are not affected.
Best informed opinion in Rome says Italy will reject mediation on the Fiume dispute with Yugoslavia. Italy plans direct settlement, demands stated, with September 15 set as the reply date and a willingness to use force if needed to end the tense situation threatening peace.
The Sumter County Poultry association will hold its first monthly meeting on Wednesday at 10 AM in the Chamber of Commerce office at the courthouse. Secretary T O Marshall urges a large turnout to discuss plans for the Sumter County Fair September 25 to 29 and a commercial poultry venture in the county.
At a Monday night meeting 50 to 60 church members discussed finances, plans and progress on the First Methodist church building. More than $60,000 has been spent on materials and labor, $55,000 paid, with $16,000 due. Subscriptions total $108,000, plus $21,000 from old building insurance, $129,000 available. $74,000 of subscriptions remain unpaid over three to five years.
The Americas and Sumter County Chamber of Commerce adopted a resolution opposing leasing the C&O railroad to the L N. which is said to be controlled by Atlantic Coast fine interests. The measure mirrors Rotary Club of Americus action and was presented by W W Dykes after a brief discussion. Lovelace Eve presided at the chamber offices in the courthouse basement.
The municipal playground pool will close Saturday night, announced by Ralston Cargill, president of the association. He urged families to bring children early this week and make the most of the time remaining as the season ends.
In Macon on September 11, the jury for Dr. C. A. Yarborough's trial was selected quickly after the state required each juror to swear they were not or had not been Ku Klux Klan members. R. F. Mills testified that he was assaulted by masked men, identified Yarborough as the assailant, and noted a governor's office agent named Payne discussed protection, with J. P. Durkee later arrested as Klan organizer aiding investigators.
Five Americus men including Congressman Charles R. Crisp and Giddings are summoned to Macon to testify as character witnesses in flogging cases. Others named are G. E. Buchanan Thos G Hudson and John B Ansley. W. O Barnett, a former Americus resident whipped in Macon, is also mentioned.
