Geneva Sept 5 France pledged adhesion to arbitration and peace in a League of Nations address by Premier Herriot. He urged U S cooperation in disarmament and welcomed arbitration as a feature of global problem solving amid hopeful mood for world peace.
Georgia Governor Walker, acting on the Georgia prison commission recommendation, commuted the death sentence of J W Minter to life imprisonment for the murder of Millard Trouton in Coweta county. The case, bitterly fought since 1923, saw appeals and clemency petitions as Minter faced execution on October 1, 1924.
In Tokio the recruiting chief reports the immigration act and Japanese exclusion clause have reduced draft dodging. Previously many youths avoided conscription, but this year only about six cases have occurred in the capital.

In Victoria British Columbia a 14 year old girl named Barbara Eldridge is found dead in a nearby lake after a daylong search. An airdale puppy and two kittens guarded her clothing, and the dog’s whining led rescuers to the body.
Mainz Germany Sept 5 The Inter Allied High Commission announced the customs barrier between occupied and non-occupied areas will be removed. Citizens across the Rhineland celebrate the news as the measure ends a long standing division and restores freer movement in the region.
Shanghai reports fierce fighting among rival Chinese military governors over Shanghai. Airplanes enter the war zone and Chinese battleships concentrate along the Yangtze as the struggle for control intensifies near Shanghai.
Peking cabinet aims to maintain peace in the metropolitan area as fighting continues near Shanghai between Chekiang Riangsu forces. Chang Tso Lin in Manchuria may intervene if Chihli or Shanghai is threatened, while Sun Yat Sen contemplates sending northbound support with possible funding from Chekiang in Shanghai.
Shanghai dispatch reports that only one of General Lu Yung Hsiang’s three armies was in today’s fighting to defend Shanghai against General Chi Shieh Yuan’s Kiangsu forces. Chekiang headquarters says it is holding its own as the battle continues.
A passenger steamer from South Africa arrived in Savannah recently for the first time in decades bringing passengers from many American cities. There will be regular sailings from Savannah to South Africa from now on. The ship carried passengers and cargo.
White teachers in Sumter county will gather Saturday at 10 oclock in Supt E W Dupree's office at the courthouse for the first meeting of the new school year. Dr J W Payne health officer will speak on typhoid inoculation as part of papers on higher ideals and better teaching methods.
The House of Commons approved a government gift of 125000 dollars to acquire books in Great Britain for Tokyo Imperial University. Following last year’s earthquake the university library was destroyed, and the funds serve as restitution.
