From Victoria March 6 advices show documents found by foreigners in Peking detailing orders to capture foreigners alive and boil them at the Temple of Heaven. Viceroy Lin King Yi directed attacks on Shangha residents while reports from Shan Tung describe posters rewarding peace and penalties for looting. Nearby, famine in Sian drives villagers to extreme measures as piracy and mine explosions add to regional turmoil.
A Swedish officer patents an air torpedo using a gas generator for propulsion. It flies by internal gas pressure, causes no recoil, and trials report ranges up to 16,000 feet. Separate notes cover a Georgia railroad survey for Crandall Toy Co and a Alabama injury at a spoke factory. Also a Georgia man, John McGough, granted bond after a manslaughter conviction.
In Washington March 6, Vice President Roosevelt entered the Senate to loud applause. He ordered order with a sharp rap and warned that the sergeant at arms would clear the galleries if disorder continued. Senator Morgan spoke on abrogating the Clayton Bulwer treaty focusing on Nicaragua and Costa Rica canal prospects.
The president submitted several nominations including Robert S. McCormick of Minnesota as envoy extraordinary and minister plenipotentiary to Austria Hungary. Frank J. Jackson of Pennsylvania named consul at Patras Greece. Navy Captain A. S. Crowninshield to head the Bureau of Navigation with rear admiral rank. Appointments include Chap man Todd Berry captains and Daniel Stuart Charles Adams as commanders.
In Washington March 6 the cabinet was sworn in in the White House cabinet room with President and Chief Justice Fuller officiating. After the oath the group discussed appointments. Colonel W Sanger of New York reportedly accepts the assistant secretary of war post to replace Methiel, to take effect before month’s end. Senator Chandler likely to chair the war claims commission, with several St. Louis fair commissioners already decided.
In Chicago a Democratic city convention nominated Carter Morri for mayor for a term starting in March without opposition and by acclamation amid cheers. The platform favored municipal ownership of public utilities and street railways with sympathy for the Boers. extending street railway franchises looms as key campaign issue. In other items, Macon judge jailed R C Tindall for contempt until $6,000 is paid, and John McGough, convicted of voluntary manslaughter, was sentenced to 14 years with a motion for new trial noted.
Washington March 4 William McKinley of Ohio was inaugurated for a second term as president with Theodore Roosevelt of New York as vice president. The ceremony featured a grand parade and a strong naval display, with veterans and Civil War units in the escort. The weather started drizzly but cleared to bright sunshine, fulfilling expectations of a glorious day.
President arrives at the White House in a ceremonial carriage followed by Sen Hanna and Reps McRes Cannon. Admiral Dewey and General Milea in full dress accompany the escort as Porto Rican battalion marks the march. By 11 40 the president reaches the Capitol and signs the final bills before proceeding to the Senate chamber.
From Frankfurt, Consul Gunther reports the German Supreme Court held molders who quit over a strike liable for damages. The iron foundry employees refused to work when models were transferred from a striked site and were discharged. Judgment favored the employer for 2045 marks, confirming breach of contract on appeal.
Miss Fannie Vick, a North Carolina girl employed in the city, disappeared on the eve of her wedding. Her family suspects foul play after three weeks with no verified voluntary departure. Her brother funds and aids the search as authorities and the bridegroom’s party work to locate her. Wages and belongings remain where she left them.
