Reports from Santiago and Havana indicate no authorization for exchanging Hobson and his crew. A Spanish official says Blanco lacks power to swap prisoners as a gunboat arrives, while other dispatches note sighting the Spanish Cádiz fleet near Ceuta and delays in transports for American troops.
An auxiliary gunboat reports calm along the blockade line off Havana. Major Prado and two aides claim 15 000 to 25 000 Spanish troops under General Molina near Matanzas and Cardenas, with 6 000 to 8 000 insurgents in the same area, both sides short of provisions. Washington June 17 Rear Admiral Dewey will resist any foreign interference in Manila Bay as long as the United States is at war with Spain. Naval officials say Germany and other powers have no offensive force there and Dewey will enforce the existing U S and Spain relations, forbidding any unapproved action by foreign warships.
At Owaha, June 17, the Pope list National committee conference adjourned after a rout led by Milton Park. The liberal wing won some concessions and there will be no 1899 policy convention, but an early 1900 convention to nominate a national ticket before the Democratic gathering. Butler will remain chairman until the 1900 convention despite attempts to force resignation.
