Negros Inhabitants Yield To Americans

Four Negros commissioners met General Otis in Manila and said natives were ready to accept any American proposition. They reported insurgents driven from Negros and sought U S guidance. Powell Denounces Canned Roast Beef in Army Inquiry

Washington Feb 21 The Miles court of inquiry heard Colonel William H Powell Seventh Infantry testify he found canned roast beef to be a stringy unwholesome mass likened to wet seaweed. He reported soldiers suffered illness and delays in Tampa and Cuba due to rations while fresh beef later arrived improving health. He blamed hygienic conditions and overwork for sickness more than the meat, noting refrigerated beef spoiled before arrival and aides failed to secure better quarters or medical help. The testimony recounted issues of supply, camp conditions, and the taste and safety of meat rations.
