London dispatch reports officers of the crown with French and Belgian law officers discussing a case against the former German emperor. They are said to have drafted an indictment after a morning conference.
Notice served on the city council by Americas Lighting Company demands a rate increase for the coming year starting January 1 with a 2 percent penalty for late payments the light and water committee led by H B Mashburn asked for more time to prepare its report after weeks of consideration.
The city election cost about 60 cents per person to the community. Thirty nine votes were cast. Council authorized paying officials $3 for the day and settled with the restaurant for dinners. The amount has been customary for the last year or two.
CHATTANOOGA Tenn Dec 23 Crim Hopkins a farmer near Anniston Ala is dead and Jake Carter critically wounded after a pistol duel at Carters home last night The dispute stemmed from Carter opposing Hopkins wedding to his sister set for Christmas.
The Junior R Y P U at Central Baptist Church will hold a Missionary Christmas tree next Friday at 7 30 pm. Gifts will be placed on the tree for missionary purposes and contributors pledging 75 mill Hen Campaign should mark their names for credit.
Hugh L. Mize becomes a member of the Americas city police commission after being elected by the city council to fill the unexpired term of R. L. Allston, who resigned to join the city council.
Washington December 23 Director General Hines told the cabinet he had no information on any presidential move to reverse railroad policy. He stated he had no details about any plan to turn back the railroads and declined to speculate on future steps.

In Laclede Missouri General Pershing returned to his boyhood town greeting from Governor Gardiner and a brass band at the railway station. The town wore gala attire with bunting and a canopy over the main street. Thousands visited as Pershing dined at the old home with son Warren and friends. The governor presented a twenty two carat gold medal two and a half inches in diameter weighing five troy ounces inscribed with the presentation speech on parchment.
Washington Dec 23 A proposal by the American Legion to allow National Guard membership as an alternative to universal military training is being seriously considered in both houses of Congress. Backers say it would remove opposition to compulsory training by offering night drills in the National Guard and would provide night schools for those unable to attend training camps.
Lester Kettenring, a Jewell county ex-soldier, brought a 38-inch shell home from France. While visiting his sister in Grand Island Nebraska he tried to dismantle it near a stove. The shell exploded killing him and wrecking the room, but the sister nearby was unharmed.
Police in St. Louis hold 122 Liberty bonds totaling 16950 dollars after arresting a man who used the name John 8 Burt of New York. He says the bonds are not his and that he does not know how they appeared in his satchel.
A thousand colored muslin bags filled with nuts fruit candy and a candle were prepared by city women for a community Christmas tree event at the courthouse. Attendees planned a carol platform and lighting extravaganza with carols rehearsed at the East Americas Methodist church.

Jefferson City authorities report a still and whisky making equipment stolen from the capitol area. A beverage inspector notes a still and fermenting gear were taken in a suspected attempt to produce moonshine. The loss prompts a police investigation into illegal distillation activities.
Washington Dec 24 Tentative plans call for Senator Henry Cabot Lodge of Massachusetts to serve as both temporary and permanent chairman of the Republican national convention. There has been talk of Elihu Root for temporary chair, but the plan to appoint one man for both roles, used in 1908, will be continued in 1920.
General Wood outlined a plan to deal with the Reds stating ship or shoot as the remedy. He praised army rations and denounced profiteers while speaking at Collins on December 23. He urged radical laws to counter radical ideas and criticized those profiting from war needs.
