A Danzig dispatch reports collisions between American and German sailors at Neufahrwasser, four miles north of Danzig. Several civilians and one German seaman were wounded after a dance hall quarrel. the Americans returned to their ships.
Postmaster Davenport stopped accepting orders for government food supplies for now citing Washington instructions about redistricting. He reported about $2500 of orders in the first three days, with rice in high demand and allowances insufficient. Davenport expects a new allotment and will announce dates when available.
North Dakota moves to establish its first state owned flour mill under the Non-Partisan League. The industrial commission authorized J A McGovern to contract for the Drake mill, 150 barrels daily, and to plan a statewide terminal mill and elevator. Purchase depends on commission approval.
Berlin August 21 The Ministry has received instructions to examine evidence against former Vice Chancellor Dr Karl Helfferich with a view to prosecuting him.
President Wilson told Senator Fall that he lacks power to declare peace by proclamation or to act before the Senate ratifies the formal treaty. He said the treaty clause creating force after ratification by Germany and three Associated powers only binds those ratifying powers to peace, not the United States.
Dusty Burke of the Commercial Warehousecorrects the record stating that the bale marketed yesterday by Jim Walker through Dudley's bonded warehouse was the ninth, not the third bale for Sumter county. Today ten bales have been marketed in order: Forrest, Walker, Chambliss, Griffin, Hugh Smith, Walker, Mann, and others at Commercial or Dudley's warehouses.

Washington August 21 By Associated Press An amendment to the food control act imposing a 5000 dollar fine and two years imprisonment for profiteering was ordered favorably reported today by the House Agricultural committee.
