Cuban congress approves a plan to issue national 30 year bonds totaling 35 million dollars in six months. Four million will aid cane growers, agriculture, and cattle. the rest pays debts of the New York Junta and army services. President Palma may raise tariffs and a stamp tax will fund the sinking fund. Business failures rise in the past year.
The July 25 cotton crop condition averaged 81.9, down from 84.7 a month earlier. Most states report declines across the belt with Texas and Oklahoma bucking the trend. Missouri barely changes, while Florida and Alabama show notable drops. Principal states list varied readings from North Carolina 86 to Oklahoma 94 with several counties near or above 100 in places.

Commodore Joseph E. Montgomery, aged Confederate navy officer who nearly captured General Grant, died at his son Dr Jamies Montgomery's home in Chicago. Born in Carrollton Kentucky in 1817, he worked in river traffic before the war and saw action at Mobile Bay and Port Hudson, later losing his feet at Memphis and his eyesight twelve years ago.
Mrs Mary Franklin ended her life by taking carbolic acid at 13 Puliam street in Atlanta early this morning alone in her bedroom. She died about ten minutes after the poison was ingested as her children gathered around.
London reports all preparations complete for King Edward's return to the capital. Victoria Station is decorated for the royal welcome, and a large demonstration is expected en route to Buckingham Palace. The king will travel on a royal special train with no special chair arrangements anticipated.

New YorkLt Edgar N Coffey was arrested in Oakland California on a charge of passing a counterfeit check. A letter signed by George W McIver purported to authorize Coffey a southbound official mission and to keep his name secret. The hotel cashed a 125 dollar check before a second check sparked suspicion and led to his detention. He initially protested but admitted he misrepresented his identity claiming no prior offense.
A street car collision in Elgin Illinois left fifteen passengers injured when two cars telescoped after a switch to a siding with three empty cars was left open. The Elgin to Dundee car crashed into the standing cars trapping riders for nearly an hour. Among the injured were motorman Frank Warner with a broken leg and internal injuries and Frank Minard with both legs broken.
Misa Whalley an English girl staying at a Zinal hotel went missing after a Saturday hike to St Luc. A rescuing party found her Monday 400 yards above Ayr with a broken ankle after two cold nights without food or shelter. She endured great hardship but is recovering.

Governor Aycock grants a pardon to A L Daley a Chicago man once convicted in Greensboro for gold brick swindle conspiracy.
