Washington April 22 The government built Muscle Shoals plants would be used for aluminum and fertilizer production while the government keeps ownership. R R Grant of American Non-Ferrous Corp and Aluminum Wheel Co of America presented tentative plans to War Department officials proposing a 25 year contract for the non ferrous firm with a sinking fund paying five percent annually.
