Germany's scheme accepted after talks in Berlin

Berlin April 1 The acting foreign minister Baron von Richthoff met with United States Ambassador Andrew D White at the foreign office. An understanding reportedly reached to amicably settle the Samoa question, with Britain and other powers accepting a German proposal including a commission of investigation.

Germanys new proposal to form joint high commission

Berlin dispatches report acceptance by Germany and the United States and Britain likely to follow. Amb White’s call signals approval of the plan for a three-nation high commission. Britain’s formal acceptance may be delayed while three governments show willingness to proceed.
