Chinese Criminal War Prisoners Used as Targets
Twenty four criminal prisoners captured by Pek ing army forces near Shanhaikwan were bound on carts and taken outside the city for target practice. A Peking general said the act would warn other bad characters. Two spies from Manchurian forces trying to seize Shanhaikwan were captured and executed, and all criminals in the district were ordered executed.
