Governor Sterling signed a law strengthening drunken driving penalties, banning vehicle operation for up to two years after conviction in addition to fines or imprisonment. He also created a Texas citrus fruit zone and empowered the agriculture commissioner to prevent diseased nursery stock shipments. A third act hires insurance examiners paid by the inspected companies.
Brussels reports Premier Henri Jaspar and his cabinet have resigned the government on May 21, ending an administration crisis and prompting a political shift in Belgium.

A County Court session before Judge E C Nelson began at 2 pm with a request to appoint three appraisers to fix value. Gas company counsel urged delaying appraisers due to petitions for a public vote. Judge Nelson stated he would follow the law and determine understandings at the hearing.
LAREDO May 21 The Tamaulipas state government will permit gambling concessions in Nuevo Laredo led by Governor Castellanos. Mayor Amado Gonzales Palacios announced the approval and concessions will require 1000 pesos daily. Mexican laborers and farmers will be barred from gambling by police. The concessions cover roulette chess billiards cards poker dice and checkers.
John Busby of Humble suffered serious burns and Elmer Coward was injured when bricks fell during an explosion at the Pollok Oil Company boiler shop ten miles west of Lufkin. Both men were expected to recover.

Vannie Higgins, a prominent Brooklyn racketeer and former associate of Jack Legs Diamond, was hospitalized in critical condition after a knife attack. He arrived at Polyclinic Hospital by taxi from Long Island. his assailant remained at large and Higgins would not identify the attacker.
A grand Army air power display over Chicago featured 659 planes in formation led by Major Davenport Johnson of Galveston with the 3rd attack group from Fort Crockett. The 2nd bombardment group from Langley Field followed, while Brig. Gen. Benjamin J. Smith watched from the Hotel Stevens. Some squadrons broke off to return to Navy pier as others proceeded toward Dayton and Cleveland.
John Factor, a former Halsted Street barber turned swindler in a stock scheme case, described the Prince of Wales as a charming person after Factor surrendered to federal authorities and faced extradition to England. Factor recalled playing chemin de fer with the prince at Monte Carlo last August 16 and disputed his withdrawal from the game.
Samuel W. Bell aged 39, car inspector for the International Great Northern railroad, died from burns suffered April 30 when a tank car carrying oil caught fire and was destroyed. He passed away today in Houston.
Joseph Fleischmann 95 shot dead his wife and two young sons then held three adults and three children at his farm home two miles north of Medford Wisconsin for five hours. A Catholic priest and others escaped amid gunfire before authorities arrested him. he had prior insanity confinement.
