Hoover Defeat Marks Opening of Hostilities
President Hoover failed to secure more than 32 votes to sustain his veto of the Spanish War Veterans pension bill marking a major split with Congress. Only 14 House members stood with him and 61 to 18 in the Senate voted to override. Observers link the setback to approaching elections while veterans' leaders attended the vote.
