Guard Urged In the West
University of Texas Latin-American historian Dr. Arthur S. Allen urged a temporary Pan-American protective trusteeship of European possessions in the western hemisphere. The aim is to deter European belligerents from entering Pan-American waters and reduce the risk of war involvement, with the United States in a leading but temporary role until possessions can be restored after the conflict. He added that the State Department might acquiesce if British ships patrol waters near French holdings under Panama's continental safe belt.
