Secretary of Defense Marshall warned of weak public backing for the defense program amid a worsening world situation. He said foreign buildup is increasing, especially in satellite countries, and cautioned that tensions have not abated, possibly extending to a decade of tension with no all-out war.
In a magazine interview Marshall reiterates support for universal military training. He notes the House will likely only set up a commission to design the program and warns against relaxing military strength even if East and West reach terms. He predicts a stronger force by summer 1952.
Marshall argues for a balanced defense plan focusing on rapid personnel readiness and flexible materiel production. He says avoid large stockpiles but build facilities to ramp up quickly, aiming to keep forces at about 3.5 million unless the world situation demands more.
In the second battle of Korea near the Hwachon reservoir, Chinese forces evacuated the Hwachon stronghold after opening floodgates in a bid to delay Allied advances. US forces pushed 8 to 9 miles north of the 38th parallel and gained control of hills overlooking Hwachon amid reports of massed enemy troops. The Pukhan River runoff varied from 74% feet to near normal by dusk as dam gates stood a mile from Allied units. Engineers report on WAR-Page 4.
The report notes the death of the general manager of a cattle company. It mentions changes in a police patrol force with most officers from midnight to eight on duty, a roughly ten percent reduction due to dismissals suspensions and resignations, and that Bowe and McCarley were suspended after admitting drinking while on duty following a San Jacinto resident’s complaint.

Speaker Rayburn and Gen. Omar N. Bradley outlined a growing threat from forces massing near the Manchurian border. Rayburn said Russians are concentrating "here, there and everywhere" and warned of terrible danger, while the White House declined to discuss the remark.
A list shows officers who left the police department in the past week. Alfred P. Killough and Homer M. Craig were dismissed on April 5 and April 7 respectively. Capt R A Marshall, R L Skipper, and several others resigned on dates from April 5 to April 9. Wayne W Bowe and Delmar C McCarley were suspended on April 9. Glenn Roy Daniel and Clay W Johnson resigned on April 6 and 9. Milton Skipper Jr Theodore Nichols Jack Mathis and Donald M Vaughn also resigned on various April dates.
A string of police resignations and suspensions accompany a new Universal Military Training draft bill. Officers Bowe McCarley and Aldridge resign or are suspended amid duty-related incidents and job changes. The draft bill shifts to a commission’s future recommendations, with deferment decisions left to draft boards and college test results advisory.

General Dwight D. Eisenhower arrived in Frankfurt to inspect three Allied armies guarding Europe on the Elbe line. He plans a four day tour to review British French and US troops under his command.
Cullen M Crain former Globe News carrier boy and UT engineering faculty radio engineer unveiled the Crain Refractometer an electronic device that charts rapid atmospheric changes and their effect on radio waves The Navy sponsored three weeks of high altitude tests aboard a blimp at Lakehurst New Jersey starting this week tests will measure atmospheric layers from 4000 to 5000 feet Crain and Dr Straiton will attend the tests Crain may aid in peacetime radio telecommunication improvements by reducing interference on same channels and channels separation
The Texas University electrical engineering graduate and Navy lieutenant Crain is noted for a physics based map of atmospheric radio paths. Born in Goodnight September 10 1920 he excelled in Amarillo schools and tennis, later teaching at UT before military service and family life in Austin.
