The city will lease the county parcel for 15 years at $1 yearly, with a joint obligation to develop the site. Plans by city engineer H Banks Jones call for a central community house, four diagonal cook-houses, a surrounding fence, and utilities already available. Estimated improvements run 5000 to 6000 dollars, with gas and water piping and electric installation totaling at least 9000 dollars if extended from the fairgrounds.
