Gen. Nathan S. Twining told Soviet leaders in Moscow that the United States seeks peace but will not disarm until world arms controls are secure. At a Defense Ministry reception he was shown seven new Soviet fighters and a jet-propeller transport while leaders toasted Eisenhower.
