Iowa GOP chief fears federal anti poverty veto power

Robert D Ray chairman of the Iowa Republican Party says Iowans are suspicious of the federal anti poverty program. He criticized Washington's control over local planning and questioned Gov Hughes appointment of a Democratic Party linked anti poverty director. Ray sees merit in the program but urges local agencies to handle the problems.
