Zais seeks waiver to let SC use own system for accountability
South Carolina education chief Mick Zais plans to apply for a federal waiver to replace No Child Left Behind with a state driven accountability model. He will base it on the 1998 testing system, argue for partial credit for growth, and seek to implement teacher and principal evaluation tied to performance. The Palmetto State already issues annual report cards and aims to create a pay for performance structure.
