Cutler Says Registration Was Urged By President
White House counsel Lloyd Cutler testified that Justice Department pressure on Billy Carter to register as a Libyan agent might have failed without the president's urging. Cutler said he monitored the case to protect the presidency and disclosed a July 2 call by Billy Carter's lawyers to discuss the registration statement. He also recalled suggesting the president call his brother, who then urged registration and indicated it may have helped.

A San Francisco disturbance halted Eastern Airlines Flight 74 from SFO to Atlanta and Charlotte after a male caller warned of a bomb aboard. Bomb squads and a sniffing dog cleared the Airbus 300, and the plane resumed takeoff after a nearly three hour delay. One passenger, a woman, opted not to reboard after searches.
