In early New York trading the 30 year bond yield fell to 8.93 percent with price up about 16.25 per 1000. London FTSE down 109.7 points. Hong Kong Hang Seng closes down 1120.70 points, a one day record drop amid four day market suspension. Tokyo Nikkei plunges 1096.22 points.
President Reagan and Congress seek a rapid deficit reduction accord but disagree on taxes and program cuts. Reagan excludes Social Security but sides remain uncertain on what other entitlements like Medicare or pensions might be affected. Senator Bob Dole doubts major entitlement programs will be cut and calls Gramm Rudman targets insufficient, urging broader action.
Washington AP reports September personal incomes rose 0.7 percent the largest gain since February while consumer spending dropped 0.5 percent the first decline since January. Autos and durable goods fell in September after August surge, services rose, wages up 13.4 billion, farm income up 4.4 billion due to federal subsidies.
Liberal members of the Iran-Contra investigating committees pushed harsher language about President Reagan in the latest report draft. The Times cites a draft accusing Reagan of up side down logic and an environment of inverted values as part of edits contested by committee spokesmen. The release is delayed by White House declassification and printing, moving the public unveiling about two weeks.
