The South Carolina economic development panel urges four constitutional amendments to ease tax incentives for new industry. Proposals include negotiating fees with firms, selling land below market value, promoting economic development as a public purpose, and allowing public money investments in projects. Approval would require General Assembly and voter consent in 1986.
