County elections director Dent Johnson said turnout will be low in three districts with House seats, predicting fewer than 7,000 voters. He noted a paucity of absentee ballots as an indicator of limited interest and turnout in today's special elections.
Polls open at 7 a.m. and close at 7 p.m. Tuesday with results reported by the Aiken County Council on Richland Avenue. In the contests, Republican incumbents Rudy Mason Charles Sharpe and James Roland Smith face opposition while Rep. Scott Beck District 83 and Rep. Bill Clyburn District 82 are unopposed. Smith is challenged in District 4 by Democrat Tom Anderson.
In Baghdad the United Nations missile inspection group that included at least one American was told by Iraqi officials that Americans were not allowed to work. The move deepens the crisis with the UN as Baghdad seeks to lift crippling sanctions. UN head Kofi Annan offered to dispatch a negotiating team to defuse the standoff.
Buses and trucks detour around a aging I 95 bridge in Jacksonville while a new 1.6 billion Potomac River span is proposed. An AP analysis of Federal Highway Administration data finds 31.4 percent of U S bridges deficient as of June 30 1996.

Teresa Barton, longtime Jefferson Elementary parent, has shaped the school since 1985. She started by running the morning school store, then helped publish Jefferson Elementary's first yearbook four years ago and now serves as editor, writer, photographer, layout designer and computer operator. Her dedication earned praise from Principal LaWana McKenzie and Assistant Principal Sherry Wilson. Barton volunteers daily, even during summer, to improve education for Horse Creek Valley children.
