Aiken City Council will hold a 7:30 meeting to present the proposed 1984 fiscal year budget and a first reading on setting the coming year’s tax millage rate. Also on the agenda is a second reading of an ordinance on itinerant merchant licensing and a museum facility relocation proposal.
Aiken County deputies report a man was struck and killed by a train about 6 30 this morning near the Johnstown Bath and Clearwater overpass where S C 421 crosses railroad tracks. The victim is unidentified and investigators worked in Augusta with few details. The body appeared dragged for some distance before the train halted.
Patsy McManaway, executive director of the Adult Development Center, spoke at the Aiken Rotary Club meeting. She joked about women not being allowed in the organization and proposed an exchange quote about Jim Rivers and joining Altrusa.
Aiken County native Carlene Proctor failed to secure a verdict against General Motors after four weeks of trial. Judge Sol Blatt Jr. declared a mistrial as jurors indicated they could not reach agreement, with preliminary notes suggesting a split in favor of the defense. Proctor’s lawyers said they would seek a retrial.

In U S District Court Judge Solomon Blatt Jr upheld Graniteville’s plan to pursue an employee stock ownership plan and a self tender offer aimed at warding off Victor Posner’s Southeastern Public Service. The decision allows Graniteville to continue its ESOP and self tender despite Southeastern’s injunction bid as the takeover battle continues.
