The South Carolina Senate voted 27 16 to approve a 50 cent per pack increase to raise about 159 million for health care programs. Debate continues on House amendments as the chamber weighs tobacco tax changes for the first time since 1977.

South Carolina farmers warn the proposed House measures to punish employers who hire illegal workers will not solve the problem and may damage the economy. The plan, already passed by the Senate, includes E-Verify, a state paper system, or a driver’s license for verification, with fines up to 10,000 per illegal on a third offense. Critics led by Gov. Sanford seek to drop the paper option as unenforceable. Farm leaders say federal action is needed and that any state action may worsen worker shortages while lawmakers push for a guest worker program to pressure Congress.
Charleston Mayor Joe Riley announced a long awaited city panel report on the Sofa Super Store fire deaths, saying it will be released May 15 after criticism from firefighters and victims families and pressure from federal probes. The June 18 blaze killed nine firefighters and prompted calls for answers.
