Charter district bill may be stalled in negotiations
A Columbia conference committee weighs who will oversee a statewide charter school district. The House favors separate review and new board housed in the governor’s office until 2010, while the Senate pushes combining roles in one panel. Dispute includes whether the panel should have advice and consent power. Lawmakers also consider if the district joins the state retirement system and how local boards might react to chartering.
