State agency to trim monthly foster care stipends
South Carolina plans to cut foster care stipends by 20 dollars monthly due to a state budget shortfall. DSS director Libba Patterson and foster parents Mary and Heyward Stewart warn the cut could deter new foster parents while maintaining care for about 5 thousand children in roughly two thousand licensed homes.
