He Seeks Limited Plea Bargaining and Immunity Stance
Harte states he does not believe in granting immunity in exchange for testimony and would permit very limited plea bargaining during his term. He would consult with victims before approving pleas to reduced charges and plans to study other solicitors to ensure a smooth transition. He enjoys sports, dislikes movie viewing, and as a bachelor aims for efficiency and fairness in office.

Riley Signs Proposal Outlining Spending
Gov. Richard W. Riley signed a Department of Social Services plan detailing how 51.2 million dollars in Title 20 and state funds will fund adoption services foster care meals for the aged and other programs. The signature ends a dispute over budgeting and accounting for Title 20 money with DSS and the governor. Virgil Conrad of DSS said the final plan avoids across the board cuts and aligns with the board’s stance. The General Assembly had been recalled to approve 1.5 million for Title 20 in a supplemental appropriation.
