President Carter proposes a limited health care plan to cap family costs at 2500 annually and merge Medicare with Medicaid for the poor. The proposal faces cautious Democratic backing, with Sen. Kennedy calling it inflationary and inequitable while House backers say it falls short of their goals.
The 1979 80 budget for Aiken County passed its second reading without a tax increase, though a future ordinance may still tie in a rate change before the third reading next week. Council chairman Carrol H. Warner said 52 CETA workers will not transfer to the county payroll, noting a $500,000 cost to add them. The plan leaves a $155,000 surplus without CETA hiring and requires those workers to be absorbed by the county or released under federal rules. Several officials defended budget requests at the session.
The 1979 80 school budget with a 9 percent salary rise was approved by the Aiken County Board of Education as a contingency budget. A $22.1 million operating budget, up $2.15 million, funds salaries and adds raises for teachers band directors coaches study hall staff and aides. The House Armed Services Committee rejected planning funds for the Savannah River Plant waste solidification facility. It argues existing double walled tanks and new ones allow safe containment for about 50 years, making a $3 to $4 billion plant potentially unnecessary. An $8 million planning budget was cut. Rep. Butler Derrick noted further House Rules Committee action to pause DOE defense funding pending possible planning funds.
Aiken County files a court answer asserting the Mattie Chafee Hall Trust funds belong to the county arguing the former Aiken County Hospital was county owned. The suit by Julian Salley and Eulalie Rutledge asks for declaratory judgment claiming heirs to the Hall estate.
Aiken City Council passes an ordinance restricting businesses to two sandwich signs not exceeding five feet in length. The rule aims to reduce traffic hazards and curb visual clutter near two Kwik Shop locations owned by Buddy Platt on Hampton Avenue and University Parkway, which currently display 10 and 13 signs respectively. Platt condemns the measure as anti business while Councilman Frampton Durban defends it as public interest.
