The Aiken Standard will publish a series on the Home Rule Act in Mondays issue. It will print the full text outlining county government structure powers and forms available to voters. Voters go to the polls November 4 to choose among six county government forms.
A federal jury in Barnwell weighs racial discrimination claims against Dr. Clovis H. Pierce and others in the Aiken sterilization case. The judge instructed the six jurors on federal rights and that intent need not prove discrimination if the policy has a discriminatory effect.
