North Carolina gives initial OK to 18.9 billion budget plan
The North Carolina General Assembly approved an 18.9 billion dollar budget, starting to trim temporary tax increases from 2001. The plan, supported by 26 Republicans and all Democrats in the House and 32-16 in the Senate, boosts spending about 10 percent aided by a 2.6 billion surplus. It lowers the quarter-penny sales tax and cuts the top income tax, while funding teacher and employee raises and building projects. Governor Easley expected to sign.
