New York's First National City Bank, the nation's second largest, cut its prime lending rate by four points to 9 percent, effective Monday. Morgan Guaranty Trust Co and Manufacturers Bank of Los Angeles previously posted 9.4 percent, with Mellon Bank dropping to 10 percent.
