Angola will gain independence next November after six days of talks in the Algarve coast with Portugal and three black liberation groups. President Gomes called the pledge a generation late in history as the agreement ends a 14 year guerrilla war in the southwest African territory, part of Portugal's African possessions. Guinea-Bissau is independent, Mozambique will be self governing in June, Sao Tome and Principe should be released by July, and Cape Verde awaits a referendum.
CIA Director William E. Colby faces the Senate Armed Services Committee over his admission that the CIA conducted domestic surveillance. He testified about operations against antiwar radicals and other dissidents and disclosed files on about 10 000 American citizens.
Ben A. Willis, longtime Aiken County Sheriff's Department official, is new Roads and Bridges Supervisor. At 55, he previously served as jailer, deputy, and criminal investigator since 1963. Willis, a Monetta native, was chosen from 12 applicants after Walter Byrd’s dismissal.
Aiken County man Roy Heape pleaded guilty to assault and battery after originally facing four assault charges and a lewd act indictment. Heape, 31, turn himself in March 20 1974 and was evaluated for mental illness before being deemed competent. Judge Harwell suspended a nine year sentence to five years probation with conditions and possible commitment to a mental health facility. A Augusta woman Patricia Burke received a three year sentence for drug distribution in the same court proceedings.
