U S sources say negotiators from the United States and Panama reached a preliminary agreement on the Panama Canal and Canal Zone issues. The accord covers sovereignty defense and a new canal for super tankers, but is nonbinding and to guide future treaty talks needing U S Congress approval. Ambassador Ellsworth Bunker and Panamanian Foreign Minister Juan Antonio Tack led the talks with visits from November to January.
Secretary of State Henry Kissinger sails for a new Middle East mission as the United States and Israel near a disengagement plan for the Suez area. He will meet Sadat twice and Meir once, and hold a joint news conference with Energy Chief William Simon to discuss the Arab oil boycott and Nixon's February meeting with eight major oil-importing nations.
On the 56th day of an 84 day mission astronauts Gerald Carr William Pogue and Edward Gibson plan sun observations with Skylab telescope while prospecting for petroleum deposits and geothermal energy on Earth and seeking thermonuclear fusion insights for pollution free power.
The U S Fifth Circuit Court of Appeals voided Labor Secretary Peter Brennan's emergency insecticide safety guidelines. The Florida Peach Growers Assn and other groups challenged the rules, noting an excessive record of documents and arguing emergency standards were unnecessary. Brennan had issued the guidelines last May after an assistant claimed insecticides caused 800 deaths and 800,000 injuries annually.
President Nixon spent a secluded night in Palm Springs after celebrating his 61st birthday with cake a hamburger and his first milkshake in 13 years. He traveled from San Clemente to the estate of Walter Annenberg with wife Pat daughter Tricia and neighbor Bebe Rebozo aboard an 85 mile limousine ride.
The Aiken County Legislative Delegation will hold its third public meeting tonight at 7 o'clock in the Auditorium of Aiken Technical School on the Aiken Augusta Highway.

About 240 cases including seven murder prosecutions and over 25 drug violations are slated for the January term of the Aiken County General Sessions Court opening Monday Solicitor LaVaun Fox notes three carry overs from October involve armed robbery and murder in Graniteville. Other murder defendants include Terrell Beckwith of North Augusta and Douglas Durden of New Ellenton along with Irene Glover Hazel of Beech Island in recent shooting deaths.

Magistrate L Glenn Holley refuses to release a letter and promises a Monday county board release. Holley calls the issue a suggestion not fraud and says an apology is due to magistrates. A special public session will be held to reconsider last Tuesday’s board actions.
