Washington AP Public Citizen led by Ralph Nader reports tax shelters cost the federal treasury about 24 billion dollars last year enough to fund welfare programs and student aid. The study cites 82 percent of shelter savings going to people earning over 100000 and warns of inflated land prices and wasted capital.
