The administration unveiled a plan creating a federal authority to run the postal service with corporate powers but under government control. It would keep employees under civil service, allow bond issuance and rate setting, with Congress retaining veto power on rate hikes. A pay raise package is proposed but details are unavailable.
The first gray whales of the annual migration from the Bering Sea to Lower California have been spotted off Carmel and San Diego. By mid January 50 to 80 whales daily are expected, with 8,000 to 10,000 to pass en route to California lagoons where young are born.
Memphis police jailed Rev. Ralph David Abernathy, SCLC chairman, after he pledged to fast in his cell to “teach Memphis a lesson.” He is among 19 civil rights leaders indicted following a seven week classroom boycott by Negroes and will drink only liquids during confinement.

Movement of vehicles can be restricted as authorities fight rising terrorism amid clashes between extremist factions. congressman David Guerra Guzman was assassinated amid ongoing violence.
Aiken County law enforcement launches peak holiday sobriety enforcement from Dec 23 to Jan 1. Patrol units will enforce highway laws with extra focus on drunk, reckless, and speeding drivers, citing alcohol as a major factor in holiday fatalities.
Viet Cong rockets struck Tan Son Nhut Air Base near Saigon with four 100 pound shells. A Vietnamese woman was killed and 17 others injured including five children in a housing area. US positions also damaged with several Americans wounded as dawn patrols began to locate launch sites.

The Aiken Electric Cooperative received a 1.802 million loan from the Rural Electrification Administration to install two substations and remodel offices. It serves eight counties including Aiken Edgefield McCormick Saluda Barnwell Calhoun Lexington and Orangeburg with two new stations already built near North Augusta and Johnston. The loan bears 2 percent interest and runs 35 years.
The National Commission on the causes and Prevention of Violence releases findings after a year long investigation. It says up to one in 150 Americans commit violent crimes yearly. See Story on Page 12.
The Aiken Jaycees trail by 309.84 dollars in their Christmas Shopping Tour drive for underprivileged children of Aiken County. Contributions continue at the Greater Aiken Chamber of Commerce before 6 p.m. and the tour starts at 8:30 a.m. tomorrow with 150 children collected from the Welfare Department.
A school bus carrying children to North Augustas overturned in Edgefield County this morning. Superintendent Baren Lown said seven children were taken to a hospital for treatment and later released.
Conferees from the Senate and House worked long hours to settle a tax reform package. The plan includes raising the personal income tax exemption to 750 dollars starting next July, with companion increases in low income allowances and the standard deduction to 13 percent and 1 400 ceiling, and a 650 dollar exemption for all of 1971 with updated limits.
