Lottery bill stalls as filing deadline nears in South Carolina
In Columbia the second week of prosession bill filing passes without a lottery measure crossing the desk of House Speaker David Wilkins. Legislators await next Wednesday for lottery filing ahead of the January convening as 17 bills were released on Thursday amid 114 from last week. A voter approved constitutional change paves the way for a state lottery with lawmakers and Governor Hodges eyeing passage this year. Rep John Scott and spokesman Morton Brilliant note Hodges’s bill could be completed next week and Scott may become sponsor. A separate recall bill proposes petition thresholds of 25 percent locally and 15 percent statewide to trigger elections over specified grounds.
