Shackled Girl and Mother Await Court Appearance

Tonya Kline, 15, is chained to her mother for the Family Court hearing set for next month after spending two months in a detention center. Debra Harter says the arrangement keeps the girl at home for Christmas, while Tonya's charges include truancy shoplifting and breaking into a house with her 16 year old brother who is in custody. Tonya was to appear before Judge Wayne Creech on December 7 and was later assigned a January 27 sentencing date. The judge ordered a leather belt fastened to Tonya and linked to her mother by a chain during the holidays.
