President adopts watchful waiting as policy toward European peace. He seeks a decisive stage of the war to press mediation, aiming for permanent peace rather than a temporary truce that merely halts fighting. Indefinite assurance of a possible truce is rejected.
In Washington on September 22 sixteen Democratic senators toppled the rivers and harbors appropriation of 34 million dollars. The Senate voted 27 to 22 to recommit the bill with instructions to allocate a lump sum of 20 million for existing waterway projects under War Department and Army Engineers discretion. Senator Theodore Burton of Ohio faced defeat after a long opposition led by Sen Kenyon of Iowa.
Secretary McAdoo states that cotton exports are rising with Galveston shipments resuming after the war outbreak. From Sept 14 to 19 Galveston shipped 27 215 bales while New York exported 5 576 bales and Philadelphia 1 450 bales, signaling renewed foreign demand.
