Francis, a 300 citizen town northeast of Ada, forms a public trust to build a gravity sewer network and a three cell waste stabilization pond system. Grant funding from four federal agencies could cover 50 to 80 percent, with the remainder financed by revenue bonds and repaid over 40 years.
Scholars examine a large rock east of Heavener that may bear Viking runes and speculate on how a Norse inscription reached eastern Oklahoma.
