The public expenditures council convened to discuss expanding programs and the financial strain on democracy. T. Coleman Andrews warned that federal, state, and local debt totals 272 billion dollars with 50 billion in yearly government spending and urged reforms to avoid crippling external burdens.
More than 400 delegates from 34 Oklahoma counties and eight other states attended the first annual Oklahoma Public Expenditures Council meeting. Berlin May 22 Two secret letters from the German government reveal Hermann Goering attempted to purchase U S planes and motors via Spain in summer 1940. A German workman found the documents in Goering’s former Berlin air force headquarters and handed them to the Associated Press. The notes, titled secret reich matter, do not state the purpose but imply a study of American bomber types as Germany planned an air offensive against England.

Tulsa police fear big town mobster tactics may have reached the city after five eastside beer taverns had windows smashed. An unidentified man demanded protection money by telephone, $100 per month for three months in advance. Names of taverns and operators were withheld to prevent reprisals.
A spectacular blast and fire wrecked a quarter mile of Eastport Maine's industrial waterfront last night. The Mears Corporation plant caused a blaze with heavy damage to several buildings including a major sardine packing facility. Official estimates put damage at about 1 million dollars. Two firefighters were injured but not seriously.
Wichita Falls Tex jumper Buck Jones won the steer wrestling at the Tulsa stampede with a 48 second performance breaking the nine year indoor mark by 1.2 seconds. The feat occurred in Tulsa OK last night.
The Texas Court of Criminal Appeals reversed a Dallas court ruling and dismissed the indictment against Buster Northern for the death of Fannie McHenry. The court said the pleading did not specify that feet caused the kicking and stomping, though such inference might be drawn. Northern, 17, previously drove the victim and fought over car papers, leaving her found badly battered and dying days later.
The Salvation Army reports the building fund drive has raised 12067 53 dollars toward a 15000 goal, leaving 2932 47 dollars still needed to reach the target.
City plans a June 15 drive to remove stray dogs in Ada. Owners must vaccinate their pets and display a city dog tag to avoid capture. City Manager W E Hansen notes hundreds of strays and urges cooperation to minimize stray arrivals after the operation.
Grandview Missouri May 22 President Truman's mother Martha E Truman rested in an oscillating bed and held her own as doctors noted slow improvement. White House physician Brig Gen Wallace Graham cautioned recovery remains fragile despite renewed hope for a Washington return if her condition continues to progress. The president, back in Kansas City, said she is physically about the same and showed signs of strain from the ordeal.
East Central State College awarded 53 degrees to its 28th graduating class in a ceremony led by Dr. A. Linscheid. Dr. Oliver Hodge delivered the commencement address on teaching truth and UNESCO’s preamble, with musical interludes from the college orchestra and talents from the graduating class.

Ada High School presents its final graduation program with music from the junior sophomore band and a cornet solo by Ted Lillard. Rex O Morrison will give the graduation address, and students will receive grade cards. The junior high also holds its final program with awards and a cantata.
President Truman nominates Emmet O Nea l of Kentucky as ambassador to the Philippines to succeed Paul V McNutt. The nomination comes as McNutt returns to law practice and O Nea l has been practicing law in Washington.
A luxury airliner carrying at least 11 Philippine officials and seven crew was found on a Mindanao mountain side. All aboard are believed dead after incorrect maps misled the aircraft toward Mt. Tied in the Bukidnon Plateau. An American B-17 will assess helicopter search feasibility tomorrow.
In Sallisaw Oklahoma on May 22 eleven people escaped serious injury when a car, after hitting another vehicle, rolled across a lawn into a house living room. Eight people were in the cars, three in the house. house occupants unharmed, car occupants only slightly bruised. Troopers Harry Davis and K O Rayburn reported one car carried six people returning from high school commencement exercises.
President Truman signed the 400 million dollar Greek Turkish aid bill in a simple midwestern hotel ceremony. He said the measure builds peace and UN support, directs ambassadors to negotiate immediate fund use, and vows aid will benefit all Greek and Turkish peoples, not any faction.
