An example of the new law sending criminals to the penitentiary and the insane to hospitals arose when Steilacoom authorities sent one attendant to escort Thomas Turner to the hospital. Deputy Sheriff Winters and Janitor Garner aided the attendant after a hard struggle to restrain the patient in a strait jacket before removal. Criticism targets the decision to deploy a single guard for such a dangerous patient.
