Winters Texas passes weed and sanitary nuisance ordinance
City of Winters adopts a health driven ordinance to drain stagnant water, remove filth and weeds, and curb unsanitary conditions on lots. It authorizes notices to owners, city work at owner expense, and liens on property with a 10 percent interest, with penalties up to $200 per violation. The measure, approved September 18, 1972, includes emergency clause and applies to all lots, buildings, and premises.
