Bond sales and constitutional path keep veterans program alive
The last 30.7 million in state veterans land board bonds sold in Austin last week. To continue the program, Land Commissioner Bob Armstrong said a new bond authorization must be submitted to voters by the legislature. Four authorizations have passed as constitutional amendments in 23 years. Low bid of 3.6902 percent was offered by First National Bank of Dallas and Harris Trust and Savings Bank of Chicago and Associates. Armstrong said he has support to push a new constitutional amendment to fund more bonds, noting the program has been self sustaining, tax free, and aided 48 000 veterans. he foresees 50 to 100 million more in bonds. In a separate matter, Attorney General Martin issued opinions limiting governor powers over state finances and clarified several legal points including inheritance tax rules and licenses. A rules committee named to study proposed changes will meet ahead of the September 19 state convention in Houston.
